Soon Baltimore County will begin replacing the curbing along Liberty Parkway. The curb replacement project will run from Shipway up to Dundalk Avenue. The County will be installing 3-inch mountable curb (pictured). In addition, the County will be widening the road by 1 foot on each side. While this won’t fix the parking / traffic problems with Liberty Parkway, hopefully it will help. ODNA has proposed to Baltimore County a complete renovation, streetscaping project for Liberty Parkway, but as this is a capital budget project, it will be at least 5 to 7 years before this work is completed.
As we met this spring to discuss this project, several questions kept coming up. ODNA researched the answers and to the best of our knowledge, here is what we found.
The first was about the parking regulations and what is “legal” in terms of parking along Liberty Parkway. Officer Wilking of the Baltimore County Police provided the complete Baltimore County Parking Code. Without getting into all four pages of code, below is the section which would be most applicable to parking along Liberty Parkway:
18-2-201. MANNER OF PARKING VEHICLE GENERALLY
(a) Exception. The section does not apply to parking of a vehicle in a space where the county has by regulation determined that a vehicle may be parked at an angle with the curb or side of the street or road.
(b) Parallel parking required. A driver standing or parking a vehicle on the streets, roads, avenues, or lanes of the county for a longer period than is sufficient to take on or discharge passengers, baggage, merchandise, or freight shall park the vehicle so that both the front and rear bumpers next to the curb or side of the road or avenue are:
(1) Not more than 12 inches from the curb or side of the road; and
(2) Not less than 30 inches distant from the front or rear of any vehicle.

The second question was about the property that sits between the sidewalk and the road. This section of property is know as an “easement” or “right of way” and is owned by Baltimore County. There is an expectation, however, that the adjacent property owner will maintain this property (ie. cut the grass, etc.). Again, without getting into the all three pages of code concerning “easement” properties, below is the section most applicable to Liberty Parkway.
18-3-304. SAME – CONSTRUCT OR REPAIR ROADS.
(b) Authority of Director to require improvements.
(1) The Director of Public Works may require the owner of property that abuts a road, street, alley, curb, gutter, sidewalk, or footway in the county to make an improvement where the Director finds that the improvement is needed to alleviate a condition that threatens the health, safety, and welfare of abutting property owners.
(2) The property owners shall make the required improvements in accordance with the reasonable plans and specifications required by the Director of Public Works.

The third question was about the traffic and speeding along Liberty Parkway and whether we could install any traffic calming / slowing devices along the roadway. Unfortunately, Liberty Parkway is classified as a “collector road” and the installing of traffic calming devices is not allowed. ODNA has spoken with the Baltimore County Police about increasing speed enforcement efforts along Liberty Parkway.
